PC-TOOLS

SoundPackager is free to try, but without any functionality restrictions. It is designed for Windows XP, Vista and Win 7, but it is known to work on Windows 8 as well. Installing the application involves only basic configurations and it takes only a few seconds to complete the operation. Also, you don't have to sacrifice too many resources or install any prerequisite tools.
The application comes with a few sample sound packages, which are presented on a small user interface. Each package consists of a large number of sounds, for various actions, from minimizing or maximizing windows to system startup or shutdown. All you have to do is select a package and click a button to apply it. This will change most system sounds, if not all. Additionally, you may click a few icons, next to a package's entry, to play its system startup sound, contact the author and more.
Packages can be edited on a separate window. The application allows you to create sound packages from scratch or based on existing ones. If you decide to create a new package, you may select your own audio files, in WAV format, from local folders. When editing an existing package, you can select different sounds in drop menus, for each action. Also, the application will offer to back up sound packages, after you edit them.
Additional packages can be found on a web page. SoundPackager provides an option for accessing this page instantly. Once you download one or more packages, you can import them on the user interface and apply or edit them. You can also upload your own packages if you wish to share them with other users.
